<p>The City of New Rochelle Department of Finance is located on the first floor of the City Hall building at 515 North Ave. Headed by Finance Commissioner Howard Rattner, the department is responsible for all fiscal and accounting practices, and budgetary issues for the city. The three main functions of the department include Assessments, Purchasing and Tax Collection. </p>
<p>The Assessments Office establishes an Assessment Roll on which property taxes are calculated and levied. </p> <p>The Purchasing Office is part of the Hudson Valley Municipal Purchasing Group (HVMPG), which registers vendors, suppliers and contractors to provide access to bidding opportunities for city projects. </p> <p>The Tax Collection Office collects property taxes for the City of New Rochelle, Westchester County, the New Rochelle City School District and the New Rochelle Public Library. </p> <p>For further information, downloadable forms and applications, visit the City of New Rochelle website. </p>
