New Rochelle Resident Promoted to County Job

Jennifer Wacha will serve as deputy commissioner of emergency services.

A New Rochelle resident is one of four appointments announced Monday by Westchester County Executive Robert Astorino.

Jennifer M. Wacha of New Rochelle, who is the former director of the county's Office of Emergency Management (OEM), has been promoted to deputy commissioner of emergency services.

Wacha will oversee administration, emergency management and emergency medical services for the department.

As director of the OEM, she managed emergencies during hurricanes Sandy and Irene, coordinating the county's response to residents, local governments, school districts, hospitals and other public and private agencies. Wacha was and is also responsible for annual Indian Point preparedness drills.

She has worked for the county since 2005 and has 25 years of fire and emergency management service.

Astorino also appointed former teacher Dr. Iris Pagan as director of the Youth Bureau; Dennis Delborgo, director of the Office of Emergency Management, and Francesca K. Bossey, deputy budget director.
