Ice snow and parking

I live on Pelham Road.  The parking is atrocious.  Even the "handicap drop-off" in front of the canopy for Courtyard Manor is 4-5 inches of pure ice.  We live in the north and we should know how to handle snow and ice.  Why isn't there a system for removing snow and ice from not just the roadway, but from the parking spaces as well?  I look outside and see huge piles of snow and "parking spaces" that require an SUV to climb into them.  Even that isn't a guarantee to be able to get out of the space.  Shame on New Rochelle
