Carnival, Ribbon Cutting Heralds New Housing in New Rochelle

The development will eventually completely replace the Robert Hartley Houses.

Heritage Homes, the housing project near the corner of Lincoln Avenue and Memorial Highway in New Rochelle, will be throwing itself a party Saturday to celebrate 131 new affordable and townhouse-style apartments.

The New Rochelle Municipal Housing Authority and construction partner MacQuesten Development LLC will hold a ribbon cutting ceremony at 4 p.m., unveiling the completion of the $40 million first phase of the project.

From noon to 6 p.m., there will be a carnival for the community with rides, entertainment and vendors throughout the seven-block area.

The development, when the second and third phases are completed, will replace the Hartley Houses.

The plan will remove the towers and build 228 units in two- and three-story townhome structures, a four-story apartment building and 15 two-family homes. The second and third phases will have 60 and 30 units, respectively.
